Yes, this fix works. But you have to reinstall Fallout 3. Not a big deal if you ask me, 20 minutes is worth playing the potential GOTY in English .
Before you do anything, if you have it, navigate to 'C:\Program Files\Bethesda Softworks\Fallout 3\Data' and delete the Russian.esp!

English Audio fix
- Follow the instructions in the readme, not that hard all you need is an application. Note - If you have a problem seeing the word in step 5, here is a pic of it below;

- Just install the crack below. Replace the files with the cracked files, put the .bat in your main Fallout 3 folder and run it.
- Optional: If that doesn't work for English text in-game, go to 'C:\Program Files\Bethesda Softworks\Fallout 3\Data' and delete the Russian.esp.

*If you haven't installed the game yet, just so you know, do this;*
1. Download the English Audio fix, follow the instructions.txt provided.
2. Download the crack, follow the instructions in the .nfo.

Other Tweaks, Tricks
How to force resolution to one above 1280x1024;

To set the resolution, go to Falloutprefs.ini in My DocumentsMy GamesFallout3 and change the two "isize" entries to whatever you want. For example,
iSize W=1680
iSize H=1050

Extract and put all the files in your main fallout 3 folder, copying over other files if necessary. Run the .bat, then run the ENsetup.exe. And place the eng.esp in your Data folder.

Alternative crack for English Audio;

1) Download the image (I used one named "Fallout 3 (Full 1C)" from TPB)
2) Set your non-Unicode language to Russian
- In Windows XP:
Enter Control Panel, Regional and Language Options, Advanced.
At the top, there's a dropdown box, set this to Russian.
When prompted to reboot, do so.
3) Start installation, just mount the image, and run setup.exe.
4) It should pop up a dropdown box, choose English in this.
5) After installation (this takes a while), apply the crack from this post.
- To do this, just put all the files in the installed Fallout 3 directory, and run the .bat
6) Play the game!
